Why did Kappa not make quota? Has this ever happened before? I must admit I was shocked.

Kappa had 57 girls and quota is 62. They did not make quota. I don't know why, but every house does need to make quota if possible. AXD had about 17 and so they didn't make quota either.

Incorrect info on the 57. 62 bids, no snaps. Every house did great - and Kappa PC15 is remarkable.
