Houses COB for a lot of reasons that have nothing to do with being undesirable. Some girls graduate early, study abroad for an extended time, have to leave for financial, health, or family reasons--or they transfer because of their major. The highly successful recruiting houses conduct COB quietly, usually reaching out to friends of members, women they really loved in formal rush who may have dropped out for some reason, or prominent women on campus who for reasons of schedule and time didn't go through formal recruitment. COB is not something bad or degrading to a house. Nationals usually require that chapters bid up to campus total, and if they are short due to reasons above, they COB.
