why is phi tau a middle-upper tier house?

I mean I get why everyone is praising the house because of all the gains they've made over 2012-2013 like improvements in sorority philanthropies, tons of renovations, tight-knit brotherhood, and a lot of crazy parties to top it off. They set their goal to be more involved and it's showing so far, especially with their Fall PC13. They did pretty well in rush and grades also, I think they have a ways to go to be a top house but they have improved a lot over a short period of time.
