by: HmmmmmI honestly think no chapters are participating in COB this semester, I’m pretty sure every house met the quota no matter what tier, am I wrong?

can make quota and still COB because their membership has fallen under the total set for campus. Let's say ABC sorority returned to campus with 95 members. They pledged quota of 50, but campus total is 150. ABC can COB up to total, so they could potentially pledge 5 more girls to bring their number up to campus total of 150.
