My rush did not go as planned so I was thinking about participating in COR. Would it be a better idea to wait and do spring rush? As only 4 houses are doing COR (phi mu, AOpi, ADpi, AXO). Will a lot more houses do spring recruitment?

Alot of the houses you just listed are alreading wrapping up COR for the fall so yes I would say its advisable to wait until the spring. However many houses never participate in COR

I take this to mean I didn't get the house I wanted and the houses going through COR aren't good enough for me. What makes you think your recruitment is going to get better in the Spring? The houses that didn't want you the first time around probably won't the second time around.

Houses cut you during rush based on a 15 minute conversation during which both sides are acting extremely fake, so they don't even know you enough to make a proper judgement and end up cutting you because no one currently in that house knows you. Spring rush and COR are much different and those houses will get to know you better and in a more relaxed setting. Ignore this comment and chose the house you are most comfortable in.

You'll have a better chance in spring rush. Even some top houses do it because they have girls that study abroad, get into med, vet, or nursing school a year early, etc. Get to know girls in different houses and as the year goes on you can let them know you're interested if their house has any openings.
