how can people claim to rank sororities based off of their newest PC? SO many girls ended up joining chapters, one person could not have a valid opinion on which house got the best girls. right??

If you were involved and read resumes you know which girls your house wanted and who got the ones you lost. That gives you at least some idea of which houses did best.
