low quota affecting spring?

Do yall think the low acceptance rates from this year's formal recruitment will force more sororities to participate in spring rush this year? If I remember right, retention rate about 77% this year compared to last year's 90%.

From the people I've talked to in Panhellenic the low retention rate was supposed to help diminish the stigma around COB and force more houses to participate to meet quota
