So quota was 48 girls for each house, so yes every house that had above 48 girls had a fantastic rush and had to be selective. All the new PC 16er's are great.

They may have 56 now after completely COB. But they did not initially make quota

The only houses that even do COB are houses that don't meet quota to improve and meet chapter total
