Panhellenic will set the new total number after rush, it's a math equation that is either average or median chapter size. Any chapters below total are eligible for COB, but it will be less than half the sororities. Ie, if the new total is 250 and ABC house has 244 members after rush, they can COB up to 6 girls to get up to 250.
How COB works:
Eligible houses will determine how many bids they can give out and develop a plan to do so. Houses that may only have a few openings usually give bids to close friends of actives. Houses with a lot of openings will probably hold invitation-only informal rush events. The PNM's they invite are either friends of actives or girls who signed up for COB with the Greek Life office that the house is interested in. Houses are under NO obligation to invite everyone who signs up for COB. If you don't have the grades or the house cut you during formal rush, they aren't going to COB you. COB is a less stressful way to join a house, but houses have the same high standards as they do during formal.
COB can happen in the fall and again in the spring if any actives transfer or graduate.
