I really don't think there's a big drop from first row to second row. Each of those 4 houses are top tier and are unique in their own ways depending on what your after. I'd say a little drop between Theta and Kappa then the first big drop happens.

Pi Phis have a great historic reputation but lately the have had a kind of bad reputation with people on campus which means they haven't gotten good new member classes. I feel like they're on it, though, and they're going to be much better in the years to come!!!!

The first two houses are probably okay where they stand but there is no big drop between them and KAT/KKG. AZD should be behind ADP, I would say switch KD and AXO, and move ZTA behind PBP.

KD and AXO are obviously in each other's places. You can talk to anyone who's been through recruitment which house is the one people want.
