the return of phi psi?

Everyone is saying Phi Psi is going to be back on campus next year- could this mean more competition with Phi Sigma Kappa for the top spot on campus? Could this be the end of WVU's greek life? Could this mean death?

Unlikely. They aren't allowed to reform until all of the former members graduate, which means the new members are probably going to be recruited the same way DTD was; and well, you saw how that turned out...
