The best houses probably goes KA, phi sig, Sammy(phi psi) Kappa sig. hazing is tough to say because unless you pledged a fraternity you dont know how bad it is all you hear is rumors. That being said Ive heard Kappa Sig hazing is pretty bad. I think Theta Chi is pretty easy. One person said Phi Sig is bad but I dont know.

is it fair to assume that the better the fraternity the worse the hazing? or is it random. I would think top tier fraternities would have the toughest hazing and bottom tier franities would be the easiest. Is this generally true?

A generality such as that can be made but isn't conclusive. I think the deeper notion is why "top tier" Fraternities have a trend to haze worse? Perhaps there's a correlation of personalities and ego. It's my opinion hazing is a mean towards and end but hazing isn't necessary for that end. Make them struggle but not my humiliation or pain.

There are two types of hazing. Embarrassing hazing that you can laugh about in 10 years and hazing that is borderline torture. Both can build bonds but torturing pledges has a lot of other negative side effects. and Sig chi is known for the worst hazing.
