So pretty much the sororities can only have socials with about 7 frats? Plus those are the only ones who can do homecoming week? What are they going to do with all the empty houses? This is insanity.... They aren't even allowed to have kegs?

All the frats are still living in their houses, yes sororities can only have socials with fraternities off suspension, and yes only fraternities off suspension can participate in homecoming.
