if people get a bid to a sorority they don't want and don't accept it what do those sororities do? do they extend people bids who didn't get them?

The recruitment system works so that if you make it to pref round and you mazimize your options, you will get a bid from one of the 2 sororities. Unless you drop out or single intentional pref, you're getting a bid today.
