I got a callback to a few fraternities but no callbacks. Is it frowned upon if I rush them again spring semester? Do I have a shot on getting in?

definitely rush again. a lot of times they respect that. they'll see that you actually want to join

Yes, but also check around. Maybe you were looking at the wrong fraternities.
