Cob is contingent on quota and the number of sisters active in a house. COB is dictated by national not the university.
National will want their sisterhood chapter set to certain number based on how many pnms they get and factoring the number who recently graduated.
It's different every year so to ask who typically does it is not something that is just automatic every single year.

ADPi, Tri-delt, Gamma Phi, Theta, and Pi Phi are eligible for COB right now.
If their overall chapter numbers are lower than the maximum allowed for a chapter, they are allowed to take more through COB. These sororities may have lower numbers because of a lot of seniors graduating, or because of lower pledge classes in the past. We don't really know.
It doesn't necessarily mean they didn't have a successful recruitment. They might have gotten the maximum allowed and have great girls! Like GPhi, for example, was really popular in recruitment and I heard got the maximum number of new members. Sometimes, even the top tier do COB, like APhi last year.
Maybe talk to girls you know in those houses and see if you are interested...
