some frats not taking fresh in fall?

Can anyone give me an honest answer why some frats said no fresh but can do underground. What does that mean

Basically for different probationary reasons a few frats have been told by the school they can’t recruit freshman. They’re doing underground anyway because the sanctions set by IFC are absolutely ridiculous and they wanna pull cool guys regardless
