how does being a legacy affect rush here? is it guaranteed, just helpful, or completely irrelevant?

It’s not irrelevant but it’s not a guarantee either. Everyone has a different legacy policy. Some are required to keep them on their invite list back to at least the second round. Some have it where if they are invited to pref round you have to bid them. Some have aunts and step moms to count towards legacy status others have only grandmothers sisters and moms.
If you are a legacy to a chapter you need the legacy member to fill out a form or something to let the chapter here know you are a legacy otherwise there’s no benefit if we don’t know.
