Frat or sorority?
Either way plenty do it, but you gotta realize your options may be limited because some groups just prioritize freshmen over upperclassmen vs realizing everyone has something to bring to the table.

highly dependent on frat or sorority. i'm a girl so i can only speak on that side, but it's kind on uncommon to rush as a junior, and typically the few girls that do it are either girls who transferred or studied abroad in past spring semesters. unfortunately you'll be kind of limited as a PNM because most sororities would typically prefer to give that spot to a freshman or sophomore that has more time left to contribute to the chapter
