Yes to tshirts, not sure about decorating rooms as there will be a lot of new members and not that many consultants to do decorating. As far as "drinking/mixing" goes, it will take a while before the chapter is able to participate in mixers, but underage drinking is still illegal in DE. If these are your reasons for wanting to join a sorority, you might want to rethink it.
