Depends on who you ask but most ppl will say sig ep, sig nu, kap sig, KA, FIJI, and SAE

The frats that are in everybody's definition of top tier are Sig Ep, Sig Nu, Kap Sig, and KA. The frats that are in most people's, but not everybody's, definition of top tier are FIJI, SAE, Machi and SPIES.

The frats that are maybe in a few people's generous definition of top tier are Pi Kapp and Theta Chi. The frats that are only in frat groupie's definition of top tier are everyone else.
