new ranking system, numbered tiers??

there's so much discussion on here about what frats are top/middle/bottom tier and the middle is getting ridiculously huge at this point so I think it'd be easier to rank if we used numbered tiers, sort of like how it works with Penn State, here's what I'd personally say:

1. Sig Ep, Sig Nu, KA
2. Kap Sig, Sig Pi, SAE, FIJI
3. Pi Kapp, Machi, Theta Chi
4. Phi Psi, DTD, APES, Lambda, KDR
5. Alpha Sig, DKE, ZBT, AEPi, Delta Chi

let me know what you all think/changes you'd make

Penn State has a buttload of frats so it works for them. I don't like this because you can't tell the difference as well as previous rankings. Keep the old way.
