remove alpha sig from rise.

remove pi kap from fall and fiji

This is so misleading because you have top tier frats on the fall and the lowest of the low like DKE on the rise. Also I don't agree at all with Sig Pi and Kap Sig being on the rise I'd have them on the fall

Kap sig passed SAE this year. I doubt they rise higher but they should be at least even.

Fiji, pi kapp, dtd, and maybe phi psi are the only frats really rising
