A variety of things determines the order including looks, popularity, sisterhood, involvement etc, but mainly popularity is what determines it. Its not a set order, everyone has varying opinions but most people come to a similar consensus. For example, tri sigma would be last because while they have a couple pretty social girls, overall they are nice and somewhat involved but aren't super popular and don't socialize that much with other fraternities and sororities on campus.
