What defines tier of a frat?

This question has been bugging me for a long time but what defines the tier of a frat (bottom, middle, top). Is it reputation? Parties they throw? Wealth of the brothers? I know for sure it's not done on looks like it is for sororities. I never understood how these frats are ranked and why some frats are considered "cool" (DKE, KSig, Sig Chi,KA) and others are not ocnsidered cool (ATO, Sig Nu, ZBT etc.) This is a serious inquiry

ranks pretty much based off what girls they interact w the most, and those have more explicit rankings like you said
