^Agree with a lot of that, but you forgot some and this is a little more objective i think:
T1:SAE/DKE (lonely at the top)
T2:AEPi/BETA/SigChi/KapSig
T3:PhiDelt/FIJI/SigNu(FIJI is a stretch here but they're much better than what's below)
T4:ATO,DTD,ZBT,PhiPsi(ATO is definitely better than the rest of T4 but they may not be around much longer anyway)

Rankings are accurate beta may replace dke in the top tier alongside sae depending on this years pledge class turnouts

With the new pledge classes and DKE's debacle considered, here are the new rankings:
SAE/Beta/AEPi (AEPi had a strong class and finally get out of T2)
KS/SX/DKE (KS and SX stayed the course, DKE could fall more be replaced by PhiDelt if they don't supplement with a decent fall class next semester)
PhiDelt/Fiji/SigNu (SigNu apparently had a rough class, heard FIJI had a pretty strong one, PhiDelt is looking to break into T2)
DTD/PhiPsi/ZBT/ATO (Yikes)

These ranking will change within the next 2-4 years. They usually do and with the return of 4 fraternities starting this semester and going to 2016, you will definitely see the rankings start to shift.

Pretty accurate. A lot of potential for change with incoming pledge classes
