They usually order a ton of smalls and mediums and a slightly smaller number of larges. They know they're going to need all of the sizes, but the proportions can be adjusted according to what they end up buying for the older girls in the chapter

We order a set number of each size based on what we want our pledge classes to look like in bid day pics and then if we get a pledge class that doesn't fit those sizes, we trade PNMs with other sororities on the morning of bid day

It often becomes obvious to initiates which women will most likely become new members by prefs, so ample average sizing can be accomplished then.

Bid Day shirts can be designed in advance but made quickly, so it isn't rocket science to be able to match new member shirt sizes into your total bid day shirt order. Most groups have initiates and newbies in the same shirts, so any group should be able to match sizes for their newbies first and sort leftovers among initiates. Any group not wanting to order extras ought to size to a larger scale as its easier to shrink a shirt than stretch it. Two or three extra in each size is useful; the extras can be purchased by initiates or saved incase someone accidentally ruins hers.

CHAPTERS ARE NOT LOOKING AT YOUR TSHIRT SIZE. In EVERY house the people in charge of recruitment are completely different than the ones planning bid day, and they order these shirts WEEKS in advance. They order a big mix of shirts, and they use past years to determine how many of each size usually works out.
