All about who you know and who is pulling for you in each sorority when upperclassman. Just meet as many people in fall as possible, but don't obsess on top. It's not what it used to be. Not really a huge difference between them all.

What about COB? is it better to join through COB or rush with the freshmen in January?

If you like the house that offers you a COB bid, take it. If you don't, wait til spring.
