They have been financially fined every year for their fashion show and have been told repeatedly that it is not allowed. It was especially problematic (and a slap in Greek life's face) this year because all sororities moved towards values based recruitment. There were many restrictions placed for budgets, decorations, etc. Most chapters scaled back and followed the new agenda, but they still opted to ignore everything they were told.

Honestly, their fashion show didnt seem like it cost any more than any other sororities presentation. The girls were all wearing their own clothes and just had sashes

In their case the issue wasn't the cost of the fashion show. They're just not allowed to do it

They definitely were not. Multiple people have talked to panhel and they're not happy about it. I think zeta is in for a rude awakening pretty soon.
