do cousins make you legacies?

I have a cousin at a chapter in a nearby school, but I'm not sure if she can count as a legacy

No, I can just speak for my house (kkg) and cousins are considered legacies. A cousin can write you a recommendation and that might be useful. Kinda late for recs though.
