One HOCO placing doesn't jump you to the top of the bottom tier or drag you out of the bottom. KD and Phi Mu are still exactly where they were before HOCO. If they can do it again consistently for two more years? Then yeah, Phi Mu will jump above Zeta and SK and KD can be middle tier again. One fluke year, no matter how hard you worked, warrants a jump like that. Consistency is key and neither house has it.
