If we could get an accurate ranking based on sisterhood and involvement, there tiers would look wayyyy different. Whether you're at a top house or a bottom house, if everyone is being fake and you feel like you have to be someone you're not to get them to like you, it's not the right house for you. And there are pretty, social girls in every house. And you really can socialize with whoever you want bc almost all frat parties are open to any sorority girls. For example I'm in a mid tier house and my best friends from my PC and I hang out with SAE allllll the time, and the guys like us even though they don't have a social with our sorority. And with the philanthropy - it's great if you connect with it but you don't have to be super involved. The philanthropies I personally like the best are Zeta's, Phi Mu's, and DG and even though none are bad, I wouldn't connect well with SK's or AGD's. But I didn't end up in any of those houses but it didn't matter because I knew most of my volunteer work would be outside of my sorority anyways (Relay for Life and tutoring kids) and I have sisters in my chapter who are also involved there. So ultimately genuine sisterhood and finding where you're accepted for who you are are the most important things to consider during recruitment. If you base your decision off of looks/socials/Greek rank crap/philanthropy or anything else, there's a good chance you'll be unhappy in the end or even potentially get released from every house.
