Yes, something like that, but the quotas are not set until after prefs when the pnm's have signed their cards. Variable Quota means that smaller houses offer more bids, but those numbers filter down from the early rounds where the releases are much heavier for the larger chapters. Certain houses will carry more pnm's throughout the week and into pref and others will carry fewer. Every pnm who stays with it to pref and puts both houses on her card will get a bid.
