Wrong. If someone is 100% certain that she does not want to be in one of the chapters she prefs, then she should suicide. Don't take a spot away from a PNM that really wants that chapter if you're not going to follow through and join if you get a bid. If you have one sorority that has a limited quota and one with the higher quota left, chances are very high you'll end up in the higher quota chapter if you maximize your options and put both down and end up being a quota addition. Just be sure that you'll be 100% ok with not being Greek at all, because that is a very real possibility if you suicide.
