Snaps bids are only for chapters who do not make quota. If your #1 is in that position, you would already be getting a bid from them since you ranked them first and you matched. Let's say your #1 is not in that situation, and they reach quota before they get to your name. The system then checks to see if you are on your #2's first bid list, then you will receive a bid from them. If you are too low on their list, then you will be given a bid to one or the other chapter as a quota addition. The system attempts to give PNMs their first choice when they're a quota addition, but it also weighs other factors such as the size of those chapters, the number of others that need to be QAs for each chapter, etc. If you are a quota addition, you will never know. The end result is that when you maximize your options on preference, you are guaranteed a bid to one of them.
