It actually doesn't matter if pnms have 2 options or 3 - they are guaranteed a bid to one of their pref houses as long as they maximize their options and list every Pref house on their card (i.e., no suiciding). Several major colleges (A&M, Georgia) have gone back to 2 Pref from 3 this fall because over 90% of pnms were getting their 1st or 2nd choices anyway during bid matching.
