Sig Ep's Balanced Man program is a lie. The UT chapter is powerful enough that as long as it doesn't really screw up with hazing nationals won't come after them. The program exists so that if and when a major chapter screws up and the media tries to judge the whole fraternity by the one chapter, because frankly the press has no idea how fraternities work and how different one chapter may be from another, Sig Ep nationals can point a finger at all the lower tier chapters that use the program and say "Hey! We don't haze, this was clearly one renegade group of awful people." Since most schools aren't UT and treat Greek Life like a venue for partying and not real connections, power, or anything that would put a high enough price on membership for hazing to become a real issue, most of the chapters are probably going to follow that program, but the powerful SEC chapters can keep doing what they do with near impunity. It's quite clever actually, if SAE started doing this years ago I'm sure they wouldn't have the widespread reputation they have today.
