The fact that you are specifically targeting houses that you feel are "lesser" than your own is the problem most people here are having. You claim that everything you are petitioning to do will make EVERYONE safe and will benefit EVERYONE...but if you're so concerned with the needs of the entire greek community, why dont you petition your OWN sorority to move? for the great good right? oh no that's only if someone else you think you're better than will move never mind. No one will be moving. No matter how many signatures you get most of these houses are owned by the chapters themselves. you're just being an a hole.
