My guess is that it has something to do with the organizations bylaws for membership. To be eligible for membership you have to be enrolled in a 4-year university seeking an undergraduate degree. I believe the Eagles program is a 2-year program that isn’t associated with an undergraduate degree. So their nationals would have to adapt a bylaw to allow for the bid to be extended. I don’t know if it wasn’t enough notice for some organizations to adapt a bylaw. But it definitely was not the chapter who was at fault. It was 100% their nationals fault.
