I believe what they are referring to is a 100% return rate. Basically 100% of the girls they rank in the top of their return list for next round (how many ever they have been told they can have return) wanted to come back to them. I have no knowledge which groups did/did not have high return rates or low but it really does not matter. Everyone should be happy we have this system vs back in the day when some groups never made quote. This system maximizes chapters chance of making quota and PNM's have a better chance of being placed. Yes, Pi Phi had COB last Fall but it was not because they did not make quota.
