It's because an old rep is insanely hard to change once you're stuck with it. A house can ride a formerly great rep for years before people start to question it. A house can be really strong but if their old rep is bad, people who don't really know them can spread those rumors and dismiss them for a really long time. That's why new houses can get develop good reps and more popular social lives faster...they aren't saddled with years of rumors.
