Quota is determined by the number of PNMs attending preference round. The number of PNMs signed up doesn't decrease the number of available spots, the PNMs DETERMINE the number of spots. Theoretically if 1000 PNMs went to preference rounds at our ten sororities and listed at least two options on their pref card, 1000 would get bids with a theoretical quota of 200. It doesn't matter if there are 10 or 1000, there can't be "two many" PNMs. Women drop because they get cut by the houses they picture themselves being in, and have preconceived notions about the houses that kept them. Some girls do get dropped completely by all sororities but it's not common.
