I believe, a snap bid is a bid to a woman because the chapter did not fill quota. Women who receive snap bids are usually given a phone call from the specific chapter, on bid day, asking if they would like to join. To receive a snap bid the woman must have attended one round of recruitment at that house and dropped recruitment entirely or was dropped from the system. COB i believe is any type of recruitment beyond formal recruitment, also to meet quota but more so is people drop after bid day or don't pledge. \n\n\n\n\n
