The above comments are right. Recruitment rules are the reason there’s so much emphasis on this site about tiers and ranking. The top sororities are required by Panhellenic rules to drop huge numbers after the first round. Lower ranking sororities are not required to drop anyone and they generally don’t. The theory I guess is that if you know you’re not getting in a top tier house you’ll settle for another good one down the line. What would happen if Panhellenic just allowed every sorority to recruit who they wanted in the spring? Everyone would have an equal chance.
