Cob is contingent on quota and the number of sisters active in a house. COB is dictated by national not the university. National will want their sisterhood chapter set to certain number based on how many pnms they get and factoring the number who recently graduated. It's different every year so to ask who typically does it is not something that is just automatic every single year.
