I am in a top tier sorority and have some friends in Pi Phi who would also fit in my sorority, but it is not clear yet where they will end up on the tier system. They'll probably need 2 more pledge classes to actually determine that but I think they'll probably end up being upper-middle (somewhere in line with ASA or Gamma Phi) after a few years. Frats seem to really like their last pledge class.
